Rod Kelley Elementary School is composed of single-story buildings with permanent classroom facilities, an administration and multi-purpose building, and a standalone library. The campus is supported by two parking lots, one serving the preschool and another one dedicated to the elementary school. The site also has three solar panel structures, two over the parking lot and one in the fields. The multi-purpose and administration buildings form the campus core, with shaded walkways extending to classroom wings and outdoor courtyards. Portable classrooms are clustered in the southwest corner near the play areas. While the campus remains functional and welcoming, it exhibits clear signs of aging, including uneven pavements, deteriorated asphalt, and limited accessible play features.
Site & Outdoor Areas
The campus is organized around a network of shaded walkways, landscaped areas, and outdoor seating. Play facilities include rubberized and wood chip playgrounds equipped with accessible swings, as well as a large asphalt court used for physical education and recreation. However, pavement cracking, uneven surfaces, and worn play equipment contribute to ongoing maintenance concerns. The former garden area is overgrown and not maintained.
The parking lot surfaces are uneven with faded striping and lack secured, fully compliant accessible parking stalls. The campus perimeter is enclosed with chain-link fencing, and the eastern field area is uneven and currently unsafe for regular student use. Overall, the campus site remains serviceable but requires resurfacing, accessibility upgrades, and strategic landscape improvements to enhance safety and functionality.
Classroom Buildings and Portables
Rod Kelley Elementary includes a combination of permanent and portable classroom buildings arranged around central outdoor corridors. Permanent classroom buildings form the core instructional areas and are in generally fair condition, with carpet and resilient flooring, tackable wall surfaces, and LED lighting. However, many finishes and ceiling tiles show wear or damage.
Portable classrooms—located in a maze-like configuration that restricts visibility and circulation—are aging and range from fair to poor condition. They exhibit dated finishes, uneven flooring, and limited accessibility.
With an enrollment of approximately 716 students, the campus is operating at full capacity and lacks adequate breakout spaces, small-group rooms, and support areas. While existing classrooms remain functional, modernization and expansion of permanent facilities are necessary to support current instructional programs and future enrollment needs.
Kindergarten Classroom Building & Portables
The kindergarten complex is located between the preschool and elementary parking lots along Kern Avenue, with a fenced play yard shaded by mature trees. The play yard includes a rubberized surface and curb cut for access; however, the existing play structure does not provide accessible play components.
Kindergarten classrooms are bright and functional, featuring durable flooring, tackable wall surfaces, and age-appropriate furnishings. Nonetheless, the spaces show signs of aging, rely on outdated finishes, and lack internal restrooms or age-appropriate amenities. Modernization and accessibility improvements would significantly enhance early learning environments and better align the facilities with curriculum and programmatic needs.
Administration & Multi-Purpose Building
The centrally located administration and multi-purpose buildings serve as key operational and community spaces. The administration area includes a lobby, offices, and a nurse’s office; while functional, the spaces are dated, with worn finishes and limited accessibility to restrooms.
The multi-purpose room contains a full kitchen and portable stage to support food service and assemblies. Staff have expressed interest in a permanent stage solution and additional storage capacity. Overall, both buildings remain heavily utilized and operational but would benefit from modernization aimed at improving efficiency, accessibility, and adaptability.
Library
The library is a standalone building featuring a combination of stucco and board-and-batten siding, a standing seam roof, and clearly visible signage. The interior is characterized by tall cathedral ceilings with exposed wood beams, acoustical finishes, and abundant natural light from clerestory windows. Colorful décor, multiple reading nooks, and organized shelving create an inviting learning environment.
Wood-toned furnishings and LED lighting further enhance comfort and usability. While the library is well-maintained with updated finishes, adjacent campus buildings—particularly portables—exhibit aging materials and worn interior conditions.
Finishes
Exterior building finishes consist primarily of stucco with asphalt shingle roofing, both generally in fair condition. Some areas near the multi-purpose building exhibit aging paint and surface wear. Covered walkways and mature landscaping contribute positively to the campus aesthetic.
Asphalt play areas and parking lots display significant unevenness and require resurfacing. Interior building conditions vary: permanent classrooms feature durable flooring, tackable wall surfaces, and updated LED lighting, while older spaces—particularly portables and select support areas—demonstrate worn finishes, sagging ceiling tiles, and accessibility deficiencies. Overall, interiors remain functional but reflect deferred maintenance and aging infrastructure.
