Existing Site Conditions

The Glen View Elementary School campus comprises a combination of permanent classroom buildings constructed in 1950 and 2004, portable classrooms installed in 1997, and select modernization efforts completed in 2014. The administration building and primary campus entry are located adjacent to a drop-off and parking area along Princevalle Street. Two additional parking lots are located at the corner of Princevalle Street and 8th Street and along 9th Street. The newer classroom buildings, connected to the administration building, form two academic wings with a central grass “plaza” between them. The older classroom buildings (Buildings O and N) follow a similar configuration and open to a landscaped area with mature shade trees. The Kindergarten buildings and Multi-Purpose Room define the corner of the campus between Princevalle and 9th Street.

Site and Outdoor Areas

The campus includes blacktop play areas, TK/Kinder and upper-grade play structures, grass fields, solar shade structures, and mature shading trees. While the play structures are accessible, they do not provide adapted or inclusive play equipment. The covered lunch area is limited in size, and additional shade structures would significantly improve outdoor usability. The main grass field experiences substantial drainage issues, resulting in persistent muddy conditions. The site is fully enclosed by chain-link fencing. Three parking lots serve the campus, two of which also function as drop-off areas; however, there is no clearly designated visitor or parent parking, and accessible parking spaces are non-compliant. These deficiencies contribute to congestion, overcrowding, and instances of illegal parking.

Administration Building & Main Campus Entry

The administration building (Wing A) and primary campus entrance are located along the Princevalle Street drop-off area. In addition to administrative functions, Wing A includes three classrooms extending along the length of the adjacent parking lot. Administrative spaces consist of a small reception area, nurse’s office, principal’s office, and a combined staff lounge/workroom. Restroom fixtures present accessibility challenges, and the overall office layout is inefficient with limited visibility to the campus entrance. Additionally, the primary campus entry does not align with the school’s official address, resulting in wayfinding difficulties for visitors and families.

Classroom Buildings & Portables

The campus includes four permanent classroom buildings (Wings A, B, O, and N), two permanent Kindergarten buildings (K and U), and nine portable classrooms. Building exteriors show deteriorated metal overhangs and gutters. Typical classrooms include operable front windows and clerestory windows with horizontal blinds. Interiors are teacher-customized and furnished with aging, heavy furniture. HVAC units located within classroom closets produce significant noise during operation. Restrooms in these buildings have high ceilings and clerestory windows, though several present accessibilities concerns. Most permanent classroom buildings are in generally adequate condition, with the exception of Building N, which is in notably poor condition.

Portable classrooms across campus are in critical condition, exhibiting exterior water damage, non-compliant access ramps, failing interior finishes, mismatched furnishings, and inconsistent storage and casework.

Multi-Purpose & Library Building

The Multi-Purpose and Library Building is located behind the Kindergarten complex, oriented toward the 9th Street drop-off area. The Multi-Purpose Room features colorful accent flooring, high ceilings with clerestory windows, perimeter lunch tables, and a stage. The kitchen opens to the Multi-Purpose Room via a large roll-up door and includes an accessible high-low drinking fountain with bottle filler. The library contains heavy round tables, large book stacks, a long computer workstation, a projector screen, and a monitor cart. A sizable reception area occupies the front of the space, with storage located at the rear. Overall, this building is in good condition.

Kindergarten Buildings

The Kindergarten buildings, located at the corner of Princevalle Street and 9th Street, form a secure and enclosed play yard oriented away from the street. These buildings provide operable windows and shallow overhangs around the play yard. Interior spaces feature colorful décor and furnishings, although both flooring and ceiling finishes are in poor condition. Shared restrooms, storage, a kitchenette, and a staff toilet connect pairs of classrooms. The student toilets are undersized and frequently overflow, resulting in recurring carpet damage.

Finishes

Exterior stucco across the campus is in fair condition, with localized cracking and failing joints. With the exception of the Multi-Purpose Building, most metal overhangs are in poor condition and require repair or replacement. Interior classroom finishes—including VCT and carpet flooring, suspended ceiling tiles, and tackable wall panels—are outdated and worn.

Immediate Needs (0-5 Years)

  • Modernize Kindergarten restrooms to appropriate sizing and resolve plumbing issues.

  • Address restroom plumbing issues in classroom buildings and replace outdated toilets with standard models suitable for student use.

  • Resolve field drainage issue to allow for improved maintenance and utilization.

  • Provide additional shade structures near eating areas.

  • Improve parking lot wayfinding and directional signage.

Long Term Needs (5-10 Years)

  • Combine Princevalle Street-facing parking lots and expand the 9th Street-facing parking lot to include staff parking. Relocate Princevalle solar structure to new staff parking.

  • Construct new two-story classroom building to replace deteriorating portables.

  • Re-locate administration building and campus entrance to new classroom building to face 8th Street.
