Existing Site Conditions

The Eliot Elementary School campus consists of permanent facilities constructed in 2004, including single-story administration, kindergarten, and multi-purpose buildings, as well as a two-story classroom building. These structures are organized around a series of central courtyard spaces that integrate with the overall campus circulation. Student drop-off zones are located at both the front and rear of the campus, with a single parking lot situated along the front drop-off area on Old Gilroy Street. Overall, the campus is in fair condition but requires general maintenance and compliance-driven improvements.

Site and Outdoor Areas

The site includes blacktop play areas, TK/Kinder and upper-grade play structures, a grass field, an outdoor stage, trellises, and temporary shade structures. The upper-grade play areas are in poor condition, with uneven asphalt, faded striping, and an outdated play structure. While the TK/Kinder play structure was replaced in 2025, the existing upper-grade structure is not age-appropriate for its users. The blacktop and grass field are well maintained and in good condition. Across the campus, play and gathering areas lack permanent shade, and the existing pergola is deteriorating. The campus perimeter is enclosed with 5-foot chain-link fencing. The only available parking lot, located along Old Gilroy Street, is insufficient to meet current staff parking needs. There are no dedicated parking lot for staff, therefore most of the staff park in the neighborhood. The drop-off and pick zones are limited and do not support the campus efficiently.

Multi-Purpose and Classroom Buildings

The campus includes a two-story classroom building connected to the multi-purpose building along 7th Street, forming a courtyard-facing entry. The multi-purpose room features high ceilings with tackable wall surfaces and accommodates limited kitchen functions, lunch seating, gathering areas, and a stage equipped with an accessible lift. The audio-visual system is reported to be outdated and unreliable.

The attached classroom building provides two stories of instruction, served by interior stairwells and wide corridors. Each floor contains two restrooms with non-compliant fixtures, and no inclusive restroom option is available. Classrooms are equipped with dual-pane, non-operable windows with blinds

Administration & Library Building

Located adjacent to the staff parking lot on Old Gilroy Street, the administration building serves as the primary campus entrance. The library is attached at the opposite end, oriented towards the campus interior. The main entry leads to the reception area and nurse’s office, followed by a corridor containing the mailroom, staff workroom and lounge, resource room, staff restrooms, and various support spaces and offices. The staff lounge is currently being used for storage.

The library features a cathedral ceiling with exposed wood beams, a chandelier, and clerestory windows that provide ample natural light; however, the lack of window covering results in overheating. Furnishings include two alcoves of book stacks and heavy, mismatched tables. A projector and screen are provided. The building exterior is finished in a bright, welcoming color palette.

Kindergarten Building

The kindergarten building consists of four classroom quadrants, one of which is utilized for general purposes. Similar to the library, this building incorporates cathedral ceilings and clerestory windows in both the classrooms and corridor. A staff workroom separates classrooms into pairs and is primarily used for storage. Classrooms are furnished predominantly with large, heavy tables and chairs. The main entry opens directly onto the parking lot driveway, creating safety and security concerns.

Finishes

Exterior stucco walls are in good condition but would benefit from repainting. Typical interior finishes include 12″x12″ VCT flooring, tackable wall surfaces, plastic laminate countertops, and suspended ceiling tiles. In the two-story classroom building, VCT and carpet flooring—as well as tackable wall surfaces—are in poor condition, particularly in corridors and stairwells. In the kindergarten building, both VCT and carpet flooring are also in poor condition.
